Many problems, the most serious of which is the most melancholy spread of the executive power not only failed to be controlled, but also continued and worsened. Academic corruption permeated every aspect of the right to learn growing more prevalent, the power allocation of educational resources exacerbated the deterioration of the situation, university of academic interest in the transfer of young scholars, universities, being a very bad damage to the spirit of all this, the main responsibility should be is even more clearly the administrative-based system, reinforced by a bad system. The most urgent problem is the university system reform. So more concern should be shown for these problems if the university want to develop continuously and healthily. Among the problems, the most serious and worrying problem is that the administrative power in university is not controlled but more strengthened, such as the scholastic corruption has permeated into every aspect, the dealings between power and learning are more prevailing, disposing the educational resources by power has deteriorated the condition, the scholastic interests of young scholars are shifted and the university spirit has been damaged extremely and so on. The present administrative system should be responsible for all of the above problems. But the most urgent thing is the reform of university system.
