Popularization of higher education in the context of the quality of Higher Vocational Education Research Abstract: In the 20th century, since the late 90s, China’s rapidly accelerating pace of development of higher education, the objective is to stage of education from the elite to the popular stage forward. This paper analyzes the content of higher education popularization and development of the status quo, in this context to explore construction of a new concept of higher vocational education quality and quality assurance of the key elements, offered to guarantee the quality of the new concept of higher vocational education can be implemented by the relevant mechanisms and measures. Keywords: Higher Education; higher vocational education; Quality 1, vigorously push forward the process of popularization of higher education Since the American scholar Martin Trow (Martin Trow) proposed to the different stages of the development of higher education gross enrollment rate of colleges and universities into elite education (elite), popular education (mass), and universal education (universal) in three stages, the world has this idea of universal higher education as a measure of its level of development of an important indicator. Since 1999, China began to expand the scale of higher education enrollment, and vigorously promote the process of popularization of higher education, higher education gross enrollment rate from 1998 to about 10% increase in 2002 to 14%. Higher vocational education as an important component of higher education in advancing the process of popularization of higher education to assume an extremely important role, and in enrollment the number of students in the number of graduates of higher education has taken the half. In some developed regions, the popularization of higher education level is much higher than the national average. Case of Tianjin in 2002, the gross enrollment rate has reached 44%, close to the degree of popularity.
