油气产业可持续发展及 政策选挥 一…以陕西油气产业为例 杨山荣 齐仰锋 (西安石油大学，西萤 710065) 摘要:从油气产业可持续发展的含义和实现目标研究入手，把资源利用、经济增长、技术进步、环境保护和社会关系和谐 五者之间的协调作为油气产业可持续发展研究的核心。综合运用资源与环境经济学、产业经济学理论对陕西油气产业发展 现状和存在的主要问题进行了实证分析。在此基础上，以科学发展观和可持续发展理论为指导，从扩大油气资源供给，加 大环境保护力度，加快技术进步，促进区域经济协调皮展，协调利益相关者矛盾等方面提出了相应的政策选择。 关键词:油气产业s 可持续发展，政策选择 Oil Gas Industry SustainabIe DeveIopment and Po Iicy Choice: Taking the Shaanxi OiI Gas Industry as Example YANG Rong , QI Zhongfeng (Xían Shiyou University , Xian 710065 , China) Abstraet: Focusing on the system of resources uses , economic growth , technology advancement, environmental protection and the social relations harmonious , the paper discusses the sustainable developments meaning , the characteristic and the goal realization of the oil gas industry. Taking the Shaanxi oil gas industry as the example , the paper gives some policy suggestions on the sustainable development , such as the expanded oil gas resources supplies , increases the environmental protection dynamics , speeds up the technology advancement , promotes the regional economies coordinated development , and the coordínated relationship of the stakeholders.
