NO.44 2010-2015年我国烟花爆竹 事故统计及防控对策 刘蝉廖蝉娟苏龙 (湖南农业大学资源环境学院，长沙410128 ) E摘 要】基于2010-2015年我国发生的378起烟花爆竹事故，从事故发生地域、事故发生时间、事故发生原因等对烟花爆竹 事故进行统计分析。分析表明:近六年来，我国烟花爆竹事故与死亡人数均逐年下降:湖南、江西、广西为事故多发省份:全年 中第四季度是烟花爆竹事故的高发期，事故最多，死亡人数最高:人的三违作业是导致生产事故的最主要原因。同时根据 事故发生规律，从防止人的不安全行为、防止物的不安全状态、优选生产原料、改善生产环境、加强安全生产管理与监管五方 面，提出防控烟花爆竹生产事故的对策。 E关键词】烟花爆竹事故:安全生产:统计分析:防控对策 E中图分类号J X928.7 [文献标识码J A [DOI) 1O.3969/j.issn.l672-2396.2016.03.013 [文章编号】2016]44-0054-05 Analysis on Statistic and Countermeasures of Firework and Firecracker Accidents Occurred in China during 2010-2015 LIU Chan LIAO Chanjuan SU Long (Col1ege ofResources Environment, Hunan Agricultural University, Changsha 410128 , China) Abstract: Based on the 378 accidents of firework and firecracker accidents happened in China from 20 lO to 2015 , the accidents area, the time of the accidents , the cause of the accidents were analyzed. The statistic results show that the number of firework and firecracker accidents and accidents death present an annual decrease over the past six years. The provinces of Hunan , Jiangxi , and Guangxi have higher frequency accidents than other provinces. The accidents and the death to11 in the fourth quarter appear a peak period offirework accidents throughout each year. Triviolation Operations is the main reason that caused the accidents. At the same time , this paper put forward the countermeasures in five aspects according to the law ofthe accidents. They are the prevention ofunsafe human behavior, the prevention ofunsafe equipment state, the optimization
