Advice from Others 国内外绿化森林资源利用的优秀范例及启示 Excellent Examples and Enlightenments of Green Forest Resources Utilization at Home and Abroad 苏泽群 （广东省人民政府参事室，广东 广州 510030） SU Ze-qun ’ （Counselors Office,the Peoples Government of Guangdong Province,Guangzhou 510030,China） 摘要：简述东京、伦敦、波恩、柏林、巴黎等城市依托绿化资源建设、提升城市环境品质的做法；新西兰、德国、日本、 西班牙、希腊等国家的森林资源建设、保护和利用情况；芬兰、瑞典、挪威、瑞士等国家实施森林生态补偿国家计划； 新西兰健全易行的林业碳汇交易机制；以及北京造林优化城市生态格局，福建推行重点生态区商品林赎买，建立多元 化资金筹集制度的做法，分析获得的启示，提出本省可借鉴的经验。 关键词：绿化资源；保护建设；优秀案例；创新利用；森林旅游 文章编号：1671-2641(2017)01-0093-04 中图分类号：S73 收稿日期：2017-01-01 文献标志码：A Abstract: This paper summarizes the practice of relying on greening resources in cities such as Tokyo, London, Bonn, Berlin and Paris to enhance the quality of urban environment;the construction, protection and utilization of forest resources in New Zealand, Germany, Japan, Spain and Greece and other countries; the national plans for forest ecological compensation in Finland, Sweden, Norway and Switzerland;the comprehensive and easy mechanism of forestry carbon sequestration transaction in New Zealand .The paper also introduces the practice of Beijing to optimize urban ecological pattern through afforestation;the practice of Fujian Province to implement the key ecological areas of commercial forest redemption and establish a diversified fund raising system. Base on analysis of the cases and enlightenments, we put forward some suggestions for the development direction of Guangdong province forestry.
