Shandong Institute of Scientific, Technical Information, Ji’nan 250121) Abstract: The paper discusses the authorization of the intellectual property rights under the network environment, based on the Creative Commons licenses. The paper first introduces the CC protocol, analyzes the intellectual property issues of scientific and technical reports, and analyzes the applicability of CC licenses in the intellectual property rights. This paper argues that the importance of CC to the construction of scientific and technical reports lies in providing an important driving force for non-government-financial support scientific research project’s scientific and technical report submitting, providing a choice of intellectual property rights for researchers undertaking government-financial- support project, effectively promoting the sharing of the scientific and
