/ 理论研讨/Theoretical Discussion 残疾人收入发展规划及政策路径研究 * ■陈 功 吕庆吉吉 陈新民 【摘要】 残疾人受教育水平、健康状况和劳动能力普遍偏低，平均收入显著低于全国平均水平， 相当一部分残疾人处于贫困状态，有残疾人的家庭还要承担残疾人医疗和康复的经济负担，其收入 增长幅度较为缓慢。残疾人及其家庭是在未来十年中实现翻番目标的重点帮扶群体。改变他们的状 况必须从三个方面优先着力 ：一是优先解决近 1800 万城乡生活困难残疾人的基本民生问题，二是 落实党的十八大要求，健全残疾人社会保障体系和服务体系，促进残疾人事业与经济社会协调发展， 三是着力增强残疾人的自我发展能力，调动残疾人积极性、主动性和创造性，促进残疾人就业和社 会参与，使残疾人生活状况持续改善、实现全面发展。需要通过提高残疾人社会保障水平、促进残 疾人就业、加强残疾人扶贫开发等多种渠道努力加以解决。 【关键词】 残疾人收入 ；发展规划 ；政策路径 A Study on the Disabled People’s Income Increasing Plan and Its Policy Path CHEN Gong, LV Qing-zhe, CHEN Xin-min 【 】Education, health and labor capability of the disabled people are legged behind. And their Abstract average income is remarkable lower than national average; many of them are still in poverty. Families who have to burden medical care and rehabilitation costs for disabled family members see much slower income increasing pace. The disable people and their families are the main helping groups to fulfill doubling per capita income in the next 10 years. There are three priorities to improve their living conditions: firstly, basic living for 1.8 million disabled people in urban and rural China; secondly, improving social security and service systems for the disabled and promote undertakings for the disabled, in order to implement requirements of the 18th National Congress of the CPC; thirdly, enhancing their self-developing ability, promoting employment and social participation to improve their living conditions and fulfill comprehensive development.
