摘要 中西部地区外出农民工回流是“民工潮”后，我国又一新的人口流动现象。 研究中西部地区外出农民工回流现象，能够拓宽对人口流动研究的视野。本文的 研究视角与大多数学者有所不同，将农民工回流的研究范围定为中西部地区外出 农民工到中西部地区城市和农村的回流，对两地区在用工需求方面的和谐发展进 行分析。 本文从理论和实证两方面对现阶段我国中西部地区外出农民工回流的影响 效应、回乡创业以及如何解决回流等问题进行了具体论述。 首先，本文从现实的角度分析了中西部地区外出农民工回流对东西部地区的 影响效应。归纳分析了中西部地区外出农民工回流对东西部地区经济生活和社会 生活的影响效应，既存在积极的影响效应，同时也存在着消极的影响效应，得出 中西部地区外出农民工的回流对东 西部地区来说都是一把“双刃剑”。 其次，本文从博弈论的角度提出了对中西部地区外出农民工主动回流问题的 解决方案。模型分析的结果是：农民工主动回流问题需要通过企业加薪和东西部 地区政府建立合作机制来解决，企业提高薪酬水平是影响主动回流农民工进入中 西部地区企业就业的关键因素，东西部地区政府的合作对东西部地区的发展都十 分有利，同时，为主动回流农民工的创业搭建平台能够有效解决被动回流农民工 和农村剩余劳动力的就业问题。 最后，本文从现实的角度分析提出了对中西部地区外出农民工被动回流问题 的解决方案。将被动回流农民工看成农村剩余劳动力类似，建立健全农民工就业 指导体系，加强农民工技能培训，实现回流人员的再就业。 关键字：农民工；主动回流；被动回流；影响效应 I Abstract Migrant workers’ return of the Central Western China Region is a new migration phenomenon after the “tide of laborers”. It can expand the study vision of migration to study the Migrant workers’ return of the Central Western China Region. Our study vision is different from most scholar. We define the study of the migrant workers’ return of the Central Western China Region that Migrant workers of the Central Western China Region return to city and rural region of the Central Western China Region. We attempt to analysis the two region’ harmonious development about labour demand. Based on theory and empirical diagnosis, we discuss the effect 、the self-business behavior of the migrant workers’ return of the Central Western China Region and how to solve the return.
