Abstract Along with the accelerated pace of economic globalization and the accelerating global industrial restructuring, the development of high- tech industries becomes more and more important. The growth of high-tech enterprises attracts more and more attention. The National Conference on Science and Technology held in 2006, set up the strategic goal and the historic mission of building an innovation-oriented country. The conference will make the high- tech enterprises becomes the focus of attention in all sectors of society. From the perspective of public administration we can study local government how to create a better environment for the growth of high- tech enterprises. And how to develop more targeted public policies and measures for the growth of high-tech enterprises, These have a certain theoretical and practical significance. The main content of this study is the relationship between the growing environments of high-tech enterprises and public policy of local government. Firstly, this paper over views theory about high-tech enterprises and public policy, Secondly, the paper designs the whole study, brings up the study concept, and designs the interview and questionnaire, and explains the statistical analysis method. Then the paper carries out the empirical study of the data, through factor analysis, variance analysis, correlation analysis and regression analysis to make conclusions.
