中法农村CDM 开发试点与能力建设项目 成果册 “Rural Carbon” Development and Capacity Building Project in Yunnan and Sichuan Provinces Main Outputs 2010.11—2013.12 中法两国在清洁发展机制（CDM ）领域的合作始于2006 年，迄今为止，共实施了两期合作项目。一期“中法合作CDM 能力建设项目”重在加强中国西 南地区CDM 能力建设，工业和可再生能源领域CDM 项目开发，推动相关领域的技术进步和可持续发展。 China-France Clean Development Mechanism (“CDM”) Cooperation started in 2006 and up to now, it has been implemented through two phases. The Phase-1 “China-France CDM Capacity Building Cooperation Project ” focused on the CDM capacity building in Chinese Southwest region and the development of the CDM project in industrial and renewable energy sectors, so as to promote the technological progress and sustainable development. 二期“中法农村CDM 开发试点与能力建设项目”（简称“中法农村CDM 项目” ）2010 年启动，为期三年。项目的主要目标是利用CDM 和自愿减排机制 ， 促进我国西南农村地区的碳减排和可持续发展。项目由法国全球环境基金、法国开发署提供资金支持，在科学技术部、国家发展和改革委员会、国家林业 局的指导下，由中国21 世纪议程管理中心负责项目的总体实施，以云南省清洁发展机制技术服务中心和四川拓展清洁发展机制技术服务中心作为地方试点 执行机构，在云南和四川开展具体项目活动。经过三年的共同努力，项目圆满结束，并在重点领域取得了显著成果。 Launched in 2010, the Phase-2 “Rural Carbon” Development and Capacity Building Project in Yunnan and Sichuan Provinces (hereinafter referred to as “China-France Rural CDM Project”) is a three-year programme, which focuses on promoting the carbon emission reduction and sustainable development in Chinese Southwest rural areas by using of the CDM and the voluntary emission reduction (VER) schemes. Financially supported by the French Global Environment Facility (FFEM) and French Development Agency (AFD), and under the guidance of Ministry of Science and Technology, National Development and Reform Commission (NDRC) and State Forestry Administration(SFA), The Administrative Center for China’s Agenda 21 (ACCA 21) was in charge of the overall implementation of the programme. Yunnan Provincial CDM
