Abstract: The report to the Eighteenth National Congress of the Communist Party of China proposed to pro- mote cultural construction steadily. Based on this background, culture industry plays an important role in the optimization process of economic structure, and is regarded as a new power of economic growth. However, our culture industry is underdeveloped relatively due to some restraining factors, such as supply-demand im- balance of culture products, unreasonable development of cultural resources, incomplete legislation, which are from internal and external environment. In order to stimulate culture industry to grow in a sustainable, rapid and sound manner, we need to establish restriction mechanism, competition mechanism and safeguard mecha- nism, develop the positive guiding role of government well, strengthen the management of culture market, in- crease innovation of culture industry, improve the management system of culture industry enterprises, and de- velop market-oriented culture
