Strengthen citizen participation in the process of municipal management, whether it is the expression of individual citizens, the city government to improve the efficiency of management and to improve the relationship between the society and the country has a great positive significance. At present, although our country municipal administration activities in promoting citizen participation has made great progress, but there are still involved in civil structural imbalance, less channels, depth and breadth of participation short-term problems. Based on the preliminary understanding of our country citizen participation in the process of municipal administration, based on the analysis of the urban morphology, actual effect and the reasons of the citizen participation, in order to further promote the citizen participation in municipal administration put forward some reference suggestion. Keywords: urban management, citizen participation, structural imbalance, participatory approaches 改革开放以来，我国城市化进程进入中期阶段，城市规模不断扩大，城市问题也越来越复杂多变，城市社会利益不断分化，价值观念的多元特征更加明显，利益和价值的冲突已经成为市政管理者面临的严峻挑战，仅仅依靠城市政府的单一管理已经是疲于应付。要想及时把握市政管理中问题和矛盾的性质和状态，平衡不同利益和价值的要求，离不开公民的参与。加强公民对市政管理的参与，是合理解决城市利益分配的要求，是时代发展的要求，更是政治民主化的要求。党的十七大报告提出：“坚持国家一切权力属于人民，从各个层次，各个领域扩大公民有序政治参与，最广泛的动员和组织人民依法管理国家事务和社会事务，管理经济和文化事业，增强决策透明度和公众参与度，制定与群众利益密切相关的法律法规公共政策原则上要公开听取公民意见。”城市，在有限的空间内，聚集了大量的人口，设施，财力，物力等国家资源，市政管理因此成为解决利益价值冲突和促进政治民主推进过程中的重心，加强市政管理过程中的公民参与程度更是重中之重。 1.公民参与的地位和作用 1.1公民参与对于城市公民个人的意义 对公民个
