Study on the Reserve of China?s Professional Relief Workers under Frequent Natural Disasters Abstract: To ascertain the optimal reserve of the professional relief workers in China, the author defines and optimizes the reserve cycle of the professional relief workers in this paper. Based on the analysis of the optimal personnel reserve in a single cycle, the author gains the short-term and long-term security personnel reserves as well as the relevant optimal personnel reserves, and then analyzes and introduces the factors to influence the optimal reserve and the corresponding adjustment methods. Key words: Professional Relief, Personnel Reserve, Reserve Cycle I. Introduction China is one of the countries in which natural disasters are the most serious in the world. The disaster emergency mechanism started very late in China, but develops speedily; the studies related to the management of the disaster relief and alleviation have attracted a highest attention from the academic, economic and other social communities [1]. For example, Qu Xiaomin et al had explored the computer emergency management system in depth from the aspects of the system structure, reasoning, inheritance network system, etc [2]. Until now, however, the studies on the reserve of the professional relief personnel are rare. For this reason, the author studies the optimal reserves of China?s professional relief personnel under different conditions. II. Definition of the Reserve Cycle of Professional Relief Personnel In this paper, the author defines the reserve cycle of professional relief personnel within a certain range: the average time for them to enter into the reserve system and then return to it after undergoing a series of relief reserve flows. The reserve cycle of professional relief personnel and the relevant reserves are specifically shown in table 1 and figure 1. III. The Optimal Reserve of Professional Relief Personnel in a Single Cycle 3.1 Relevant Assumptions
