By researching on the methods of the performance and expectation of the incentives for the 935 rural technological and scientific talents with the questionnaire， we have found problems such as imbalance， emphasis on spiritual incentive， and lack of development and material incentives. The results indicated in the effectiveness evaluation of current incentives are relatively low among the young population， and they look forward most to the development incentive. Therefore， more attention needs to be paid to the material incentive of the rural technological and scientific talents. A complete management and security mechanism should be set， the spiritual incentive method improved， the function of the incentive for the selection and appointment fully made use of， and training and learning strengthened to promote the incentive effects. 一、引言农村科技人才是农业科技进步的主要推动力，是农业现代化发展的后盾，是加快农业经济发展步伐的重要保证。现阶段，我国农村经济正处于发展的关键时期，工业化和城镇化进程加快，“三农”问题及其引发的相关矛盾成为城镇化发展的最大障碍，农民收入增长缓慢、农村剩余劳动力转移放缓、农民购买力不足以及城乡收入差距扩大等问题凸显。科技进步和人力
