停电催费管理办法 第一章 总则 第一条为认真贯彻落实国家电网公司和湖南省电力公司优质服务工作精神，认真履行供电服务“十项承诺”，进一步规范停（限）电催费程序，提高供电服务水平，结合实际，明确各部门的相关责任，根据《中华人民共和国电力法》、《电力供应与使用条例》、《供电营业规则》等法律法规，制定本办法。 第二条对拖欠电费客户的电费催收工作，应严格按照相关的法律、法规所规定的程序依法进行催收及采取停（限）电措施。管理员严格按照如下方法进行操作： 1.电费催收人员根据欠费台账，要及时地进行催收，并做好台账记录。 2.电费催收员针对欠费客户，采取停（限）电措施的，严格按照《电力供应与使用条例》第三十九条的规定办理。 3. 电费催收员针对欠费客户，如在供用电合同签订的其他协议中有明确规定的，可按合同或协议执行。其逾期之日的计算，应按双方签订的《供用电合同》中，规定缴纳电费的截止日期为计算拖欠电费的开始日期。 第二章 催费管理 第三条 催费员必须提高服务意识，完善服务措施充分运用现有的各种技术手段， 进一步完善、 拓展电费告之、 电费收缴的途径和渠道， 全面解决客户电费缴费难问题。 建立健全客户联系信息数据库， 完善各类客户 联系方式、 行业分类等资料， 客户联系电话收集面与准确率达到 95%以上。加强日常催缴，。每月月末主动交纳电费的客户采取人性化、温馨的催缴措施。超过缴纳期限仍未缴费，应通过电话、短信、上门催缴等多种催费手段进行二次及以上催费通知，要确保通知到客户，同时做好相关催费记录。 对经反复催缴仍拒绝交纳电费的客户 以及连续两个月及以上欠费的客户, 确需实行停电催费手段的， 应严格按照 the same direction of rotation 90 ° or 180 ° for; after each disc rotor when measuring position alignment of the two half coupling constant, should also be in terms of accuracy and consistency.
