万方数据 摘 要 公共政策过程主要包括政策制定、政策执行、政策监督、政策评估、政策终 结五个方面。这五个方面环环相扣，构成了公共政策的完整周期。社会监督作为 监督方式的一种，应贯穿公共政策全过程。 现阶段我国公共政策过程中个人以及社会团体的监督作用不断提升，舆论监 督力度不断加大，但是同时也存在社会监督主体意识淡漠、社会监督条件不够充 分、社会监督机制不够健全以及社会监督效果难以发挥等方面的问题。 为完善我国公共政策过程中的社会监督，必须提高全社会的监督意识、推行 政务公开、加强监督立法，实现社会监督的法制化、建立并完善监督机制，实现 社会监督的制度化以及借鉴其他国家或地区的成功经验，确保社会监督的作用发 挥到最大化。 在公共政策过程各环节，为完善社会监督的重要作用，第一必须重视公共政 策制定中的社会监督；第二要强化公共政策执行中的社会监督；第三应发挥公共 政策评估中社会监督的作用；最后还应该引入公共政策终结前的社会监督。 关键词：公共政策；社会监督；公共政策过程 I 万方数据 Abstract The Public Policy mainly contains the formulation, implement, supervision and termination of the policy.
