摘 要 高速公路作为现代化的交通运输方式，以其强大的通行能力、快捷灵活的运 行方式、舒适完善的通行设施，改善了沿线地区交通运输条件。在以高速公路为 轴线的两侧及端点区域由于交通基础设施改善而吸引大批产业的转移和集聚，进 而形成有一定结构组成的呈带状空间分布的经济带或城市密集区。在这些经济带 或城市密集区中，随着生产要素的进一步集聚和扩散，最终形成了一个个具有当 地特色的产业集群。产业集群又以其他经济组织形式无法比拟的竞争优势促进区 域经济的持续健康发展，从而带动整个区域经济进入良性循环发展阶段。因此， 研究高速公路沿线产业集群形成和发展过程中高速公路的影响机理并在此基础 上提出相关政策建议对我国高速公路建设与产业集群发展具有重要的现实意义。 本文在综述国内外相关研究的基础上，进一步加深了对产业集群与高速公路 经济基本理论的认识，指出高速公路能有效促进沿线产业集群的形成和发展。系 统分析了高速公路对产业集群的影响机理，指出高速公路主要通过集聚机制和扩 散机制对其沿线产业集群产生影响。从企业的角度来看，集聚机制分为产业集聚 和规模扩展性集聚两种，产业集聚按产业不同的集聚动因又可分为指向性集聚和 经济联系集聚。当集聚达到一定规模和水平后，扩散机制开始发挥作用。在整个 发展过程中，两种机制对立统一、相互补充、共同作用，推动产业集群的发展壮 大。高速公路对产业集群的影响从时间上具有萌芽阶段、快速成长阶段和成熟阶 段较为明显的影响演化特征，从空间上则以“点——轴——带”的影响模式发展 演进。本文构建了高速公路影响边界的界定模型并运用该模型，通过对京珠高速 公路长潭段沿线洞井镇的实地调研量化界定了高速公路对沿线区域经济影响的 边界范围，并运用机理分析了京珠高速公路对其影响范围内洞井镇产业集群的具 体影响情况，最后提出了符合影响机理的相关政策建议。 关键词：高速公路；产业集群；影响机理；政策建议 I Abstract As modernized way of communication and transportation, the expressway, with its strong traffic capacity, fast and flexible operation-way, comfortable and complete facilities, has improved transport conditions of the region along the expressway. Because the infrastructure of traffic is improved, the expressway attracts large quantities of industries transferring and gathering on both sides and its extreme points. and then forms economy belts and city-intensive areas which contains certain structures such as industrial clusters. With factors of production gathering and spreading further, the industrial clusters have formed finally with characteristic locality in these economy belts and city-intensive areas.
