First, by comparing with the traditional logistics systems, I find the key issues. Second basing on the principle of the index system, and from the quality of personnel, facilities and equipment, social environment and the products characteristics, I found representative indicators, and proposed evaluation system. I used AHP to find the precedence relations between the various indicators, and found the way to solve the question of the company and government.
