双重社会资本嵌入视角雾霾治理机制探究?? 　　摘要：以调查数据为研究基础，将社会资本分为政府与民间两个变量，研究双重社会资本的不同影响，运用回归分析与结构方程模型探讨双重社会资本、治理行为与雾霾治理绩效三者间的关系。结果表明，双重社会资本对治理行为与雾霾治理绩效均有正向影响，两种治理行为均起到正向中介作用。特别地，具有公共服务性质的雾霾治理需要政策强制力来保障实施，号召性的信任因素与激励行为的正向影响有限。我国雾霾治理进程需要从规范、价值观、组织文化等多方面着手：颁布法律规范，弥补制度漏洞；增进彼此信任，加强公众监督；引导环保理念，发展绿色经济；协调多方行为，激励资本互动 关键词：雾霾治理；双重社会资本；协调；激励 DOI：10.13956/j.ss.1001-8409.2017.05.17 中图分类号：X513 文献标识码：A 文章编号：1001-8409（2017）05-0075-05 Study on Haze Governance Mechanisms from the Perspective of Dual Social Capital Embeddedness PENG Benhonga，b， TU Yub （a. School of Economics and Management， Nanjing University of Information Science Technology， Nanjing 210044） Abstract： Based on questionnaire data， this paper divides social capital into government social capital and nongovernment social capital to analyze different effects of dual social capitals. Meanwhile， it applies regression analysis and structure equations modeling to discuss the relationships between dual social capitals， governance practices and performances of haze governance. Conclusions show that dual social capitals have positive effects on governance practices and the performances and both governance practices play intermediary roles in the relationships. Specifically， with the characteristics of public service， haze governance need force to keep behaviors going. So the positive effects of trust and incentives are limited. Finally， it puts forward that haze governance must be launched from the norms， values， organizational culture and so on： enacting laws and policies to make up the loopholes in the system； promoting trust between the public and governments and encouraging supervises from the market； leading the tendency of environmental protection to develop green economy； coordinating multilateral behaviors and encouraging capitals to interact.
