It analyzes the 【 】 cause for failure of the doctor’s multi-sited license to receive much popularity. It is believed that doctors’ selection of occupational development and their pre-judgment of the policy tendency may be substantially accountable for such failure. Deficient systems and supporting policies as well as insufficient drives of large public hospitals also have an effect on the implementation of the doctor’s multi-sited license. To promote the doctor’s multi-sited license, it requires consensus building and system innovation and a change of the doctor management mode.
