均是精品，欢迎下载学习！！！ 从制度关联视角解析我国城乡统筹的制度变迁路径 杜漪 （西南财经大学，四川成都610074） [摘要]：城乡统筹是我国在新的历史时期针对建国50年来我国城乡发展失衡而提出的新战略，这一新战略的顺利实施关键在于其制度变迁有效路径的选择。本文从比较制度分析中制度共时关联和历时关联的全新角度，深入探讨了目前我国实现城乡统筹的制度变迁的内在演进机制和有效路径。认为我国现存的各种城乡分割体制，一方面是建国初期形成的工业化战略的历史路径依赖的产物，另一方面又是各种城市偏向体制之间相互“嵌入”的共时关联的必然结果。指出城乡制度系统的历时关联和共时关联，使各种低效的制度安排之间形成了制度互补，进而增强了这一低效制度系统的耐久性和惰性，这无疑增大了我国城乡制度变迁的难度。但目前我国已经到了城乡统筹的制度变迁的临界点，应该从制约城乡失衡的最根本的户籍制度入手，积极推进其他各项制度的配套改革实现制度变革的整体推进；遵循城乡制度的阶段性和渐进性特征，将诱致性变迁方式和强制性变迁方式很好结合，使在诱致性变迁中形成的非正式制度通过强制性变迁而成为正式制度。 [关键词]：制度变迁；城乡统筹；制度关联；制度互补 研究领域：政治经济学 The route of Institutional Change on Balancing Urban and Rural Development：a View of Institutionalized Linkage Du Yi （Southwest University of Finance and Economics, Chengdu 610074, China） Abstract: It is a new stratagem that balance urban and rural development from unbalancing urban and rural development since 50 years. It is pivotal for putting this new stratagem in practice that choose a effective route of institutionalized change. This paper will discuss internal mechanism and effective route in balancing urban and rural development from an new angle of view of institutionalized linkage. It figure that existent system on separating urban and rural one side is come from industrialized stratagem formed in early days of establishing state, on the other hand is certain result from all associated system let in each other on leaning to city. It indicate that Institutionalized Linkage on urban and rural resulted in institutional complementary, and boosted up wear and inertia of systemic institution, also increased difficult in institutional change on urban and rural. At present, the critical point of institutional change on urban and rural has came. The government ought to actively push institutional change on urban and rural as a whole proceed with institution about registered permanent residence.
