公文主题（Document theme） Document Thesaurus of the State Council Document Thesaurus of the State Council In order to meet the requirements of the modernization of the office and facilitate the computer retrieval and management of official documents, special subject headings of the State Council (hereinafter referred to as Thesaurus) have been compiled. The term list is mainly used for indexing documents issued by the general office of the State Council and the general office of the State Council and documents submitted by various regions and departments to the State Council and its general office. I. compiling principles (1) the word list structure is logical and has a wide coverage, so that it is easy to use.
