关于加强残疾人劳动就业 政策创新及其支持体系建设的思考 张永安 （广东省残疾人联合会） 摘 要：本文详细阐述劳动与就业的区别和联系、支持性劳动就业及其支持体系、劳 动与就业机构的组织形式、社会企业与社会责任企业和履行社会责任的企业的 区别，以及非营利产业的概念，提出改制社会福利企业和盲人按摩机构,以残疾 人集中劳动就业为重点，发展非营利产业;设立岗位预留制度，加大超比例就业 的奖励性支持和自主创业扶持力度等一系列政策创新观点，以及加强与劳动就 业创新政策相匹配的劳动就业支持体系建设，不断提高残疾人劳动就业率。 关键词：劳动就业 非营利产业 政策创新 支持体系 A Thought on the Innovation of Policies on Promoting Labor and Employment of Persons with Disabilities and the construction of its support system Guangdong Disabled Persons’ Federation Zhang Yong-an Abstract ：This paper elaborates the difference and relation between the labor and employment, supportive labor employment and its support system, organization types of labor and employment organizations, and also the difference among social enterprises and enterprises of social responsibility and enterprises fulfilling social responsibility. On this basis, the paper lays out the definition of non-profit industries and the views of enterprise restructuring from the disabled social welfare enterprises and institutions for the blind massage to social enterprises, that is non-profit industries, and the views of focusing on intensive labor and intensive employment of disabilities, to develop non-profit industries. It points out some new views of innovating policies, such as creating system of job reservation, increasing incentive supports on superproportional employment and big support on self-employed; making 1 greater efforts to build the labor and employment support system which is matched with the innovation policies and promoting the employment of persons with disabilities.
