62 中国农村水利水电·2008年第2期 文章编号：1007—2284(2008)02～0062—03 有计划市场的水资源优化配置理论初探 王 彬，陈森林，李韩笑，唐海华 (武汉大学水利水电学院水文及水资源系，武汉430072) 摘 要：鉴于我国水资源严重不足的现实，结合当前治水的新思路，从对配置方法进行理论阐述入手，探求水资源优 化配置的新方法——有计划市场的水资源优化配置。通过比较计划经济体制和市场经济体制下我国水资源配置手段的 优缺点，引出有计划市场的水资源优化配置的内涵，进而阐明该配置的特点，并从有计划市场的水资源优化配置的基础 (水权)、机制(水市场)以及水价手段(水价)3方面入手，全方位构建有计划市场的水资源优化配置的理论体系。然后从 有计划市场的水资源优化配置方式入手，分析“计划配置”和“市场配置”的目标和特点，结合两者所长，将计划机制和市 场机制引入到该配置中去，提出水资源配置的最佳方式“有计划市场配置”。 关键词：有计划市场；水资源优化配置；水权；水市场 中图分类号：TV213．4 文献标识码：A Discussion on the Water Resources OptimaI Allocation in Planned Market WANG Bin，CHEN Sen—iin，LI Han—xiao，TANG Hai—hua (Department of Hydrology and Water Resources，School of Water Resources and Hydropower，Wuhan University，Wuhan 430072，China) Abstract：In view of the serious shortage of water resources in China，the optimal allocation of water resources in planned market is explored in this paper through theoretical explanation of the allocation methods considering the current new ideas for water control， which is a new way to the optimal allocation of water resources．The connotation of the optimal allocation of water resources in a planned market is introduced，and the characteristics are illustrated by comparison of the advantage and disadvantage of water alloca— ti0n methods under the planned economic system and market economy system．And the theory of the optimal allocation of water re— sources in planed market is constructed from the view of water price，water market and water right，which are the basis of the opti— mal allocation of water resources in planned market．Then on the basis of the optimal allocation of water resources in a planned mar— ket and the analysis of the objectives and features of the“allocation plan’’and“market allocation”。the best water allocation mode。 plann
