The regulation of ship dismantling in the Basel Convention of 1989 has been unable to meet the needs of modern ships recycling. The Hong Kong International Convention f or the Saf e and Envir- onmentally Sound Recycling of Ship s in 2009 set a new benchmark for the ships recycling indu - stry, the Convention has not yet entered into force. In October 20 13, the European Parliament took the lead in approving the adoption of the E U Ship Recycling Regulation, which had a tremendous impact on the pattern of the worlds ships recycling industry.
