计及电力不足概率的旋转备用调度模型及分析

摘要：为激励发电商申报体现机组可变发电成本的电量电价，通过引入电力不足概率将备用容量电价和电量
电价相结合作为综合报价，建立基于综合报价的旋转备用调度新模型。通过严密的数字推导，对所提模型和
原有的基于容量电价排序调度模型进行有效性分析，分析表明所提模型能有效地抑制发电商在容量电价上
的策略性竞价。以IEEE一30节点系统为例，对两种模型在出清结果、价格瞌线和购买费用等方面进行了详细
的分析和对比，验证了该模型的有效性。
