浅议市政基础设施建设BT模式管理及有效运作摘要：投资项目的运作是一个非常复杂的系统工程，其涉及的相关方多，其运作方式也非千篇一律。近些年来，随着国家经济开放程度的日益提高，在我国很多像济南这样的经济发展中的城市尤为凸现的是城市落后的市政基础设施（城市道路、桥梁交通工程）与投资环境的矛盾。而伴随着我国经济建设的高速发展及国家宏观调控政策的实施，市政基础设施投资的银根压缩受到前所未有的冲击，如何筹集建设资金成了制约市政基础设施建设的关键，为有效解决资金投入，借鉴国外做法，在市政公用项目建设上引入BT经验模式，值得研究。BT模式是由政府主导，目前在非经营性的市政公用基础设施项目建设领域，已日益显现出重要的资金筹措和项目运作功能。虽然在西方发达国家BT模式作为一种公私合作模式已经非常完善并得到认可和保障，但是在国内仍处在一个认识、完善和不断规范的过程中。 关键词：市政基础设施；（城市道路、桥梁交通工程）；施工方BT模式；投资融资；管理运作 Abstract: the operation of the investment project is a complicated system engineering, which involves more than the related party, its operation way is not the same.
