: 水路交通是中国交通运输业的重要组成部分,对国民 济的发展与中国 济融入世界 济
具有直接的制约或促进作用。 水路交通基础设施建设需要巨额资金投入。 由于缺乏对一些项目融
资新方式应用的研究与尝试,造成了目前中国水路交通融资渠道比较单一,资金投入不足的问题。
从 BOT、 TOT与 ABS三种项目融资新方式的特征出发,探讨了中国水路交通基础设施建设采用
这三种项目融资新方式的可能性与必要性,并对中国水路交通基础设施建设应用 BOT、 TOT、 ABS
融资方式需要采取的措施提出了一些见解。

Abstract: As an important component part of the national transportation, water transportation
exerts a direct influence on the development of the national economy and China s entering the

w orld economy W ater transportation infrastructure construction needs a great sum of money to
invest. The lack of study on the application of some new methods of project finance results in the
present situation of the unitary financing channel and the shortage of investment in w ater
transportation infrastructure construction in China. Based on the technical economical

characteristics of BOT TOT and ABS the possibilities and necessities to apply these project
finance methods to w ater transportation infrastructure construction in China w ere studied. Some
ideas about the measures to apply the project finance methods w ere put forw ard. 12 refs.
