中国式的公民会议与地方治理:浙江省温岭 市民主恳谈会的经验 郎友兴 （浙江大学） 内容提要：随着商议性民主的兴起与发展，首先在西方出现了公民会议这种新的公民参 与方式，尔后逐渐地推广到其他国家和地区。中国大陆在地方政府向地方治理的转变过程中 也出现了类似于西方的公民会议的一些治理制度的创新，这其中典型的案例就是浙江省温岭 市的民主恳谈会。本文以温岭市泽国镇2008年公共预算民主恳谈会的经验为案例，从公民会 议的角度来具体地描述与勾画出其过程，分析其的意义与可能完善之处。通过对泽国镇2008 年财政预算民主恳谈会的实验和实践的研究分析，本文得出一些基本结论：民主恳谈会一个 保障农村居民的民主决策权、民主管理权和监督权的一个有效的制度设计；因其公民参与相 对的有效性，因而使民意某种程度上能够被充分的吸纳，从而使政府决策的正当性、科学性 能够得以提升；这种中国式的公民会议包含着商议性民主的一些元素；由此表明“商议-合 作型治理”模式在中国地方治理过程中逐步生成；如果能够将民主恳谈会的实践上升到法律 层面的话,那么就会大大地推进中国基层的民主建设和发展。 关键词： 公民会议 民主恳谈会 财政预算 地方治理 基层民主 郎友兴：浙江大学公共管理学院政治学系、浙江大学地方政府与社会治理研究中心教授。主 要研究领域：地方政治与治理、民主化与中国村民选举、村庄变迁、环境政治。 通讯地址：浙江省杭州市天目山路 148号，浙江大学（西溪校区）政治学系，310028 Email: ylang2002@; ylang2002@163.com Chinese Citizen Conference and Local Goverance: A Case Study of “Democratic Consultation” in Wenlin, Zhejiang Province Abstract: A new manner of citizen participation called “citizen conference” or “consensus conference ” comes forth first in the Western society along with the rise and development of deliberative democracy. This citizen conference thereafter has been gradually spread to other countries and regions. Some insitutional innovations similar to the Western citizen conference are forging ahead in rural China. “Democratic Consultation” innovated by Wenlin City of Zhejiang Province is one typical case among these innovations. Democratic consultation is a model of deliberation on local significant affairs.Based on the analysis frmaework of “consensus conference ”, this article describes the process of the case of “2008’ Public Budgetary Democratic Consultation” in Zeguo Town and analyses its functions and value, and then points out the dimensions of its improvement respectively.
