ABSTRACT Since reform and opening up policies were adopted in 1978, Chinas economy has achieved rapid development, ranked the worlds second largest economy status. However, in economy our country still exist many problems, such as increasingly tensing resources, the deteriorating environment, and uneven development of regional economies. Undertaking industrial transfer has become a means to achieve industrial upgrading and regional economic growth in less developed regions, and has become an important way to realize the harmonious development of regional economies in China. In particular, there already have been the basic conditions for the industrial transfer between regions in China, which is different level of economic development between regions. There are also many traditional industries in eastern region, and our country is experiencing a new round of large-scale international industry that is international industry transfer to China mainland as well as coastal industrial transfer to the coupling of the central and western regions. How the eastern area of mature industries will transfer to the central and western regions becomes the key of success of the coupling transfer, which is an important way to narrow the gap of Chinas regional economic development and to coordinate development of regional economies.
