池州市承接产业转移示范区建设的对策研究 摘 要 2010 年 1 月 12 日，国务院批复《皖江城市带承接产业转移示范区规划》， 这是我省历史上第一个进入国家层面的战略规划，也是迄今为止国家批复的唯 一以产业转移为主题的区域规划。池州市是皖江城市带承接产业转移示范区的 重要组成部分，皖江示范区建设为池州市跨越发展注入强大动力源，是池州发 展的新机遇、崛起的主引擎、起跳的大平台。因此，对池州市承接产业转移示 范区的环境进行分析，提出有针对性的对策建议是示范区建设中的重要课题。 本文基于池州市承接产业转移示范区建设的实际，介绍了产业转移和承接 的相关理论，探究了后危机时代国际和国内产业发展与转移形势，运用 SWOT 分析池州市承接产业转移示范区建设环境。在此基础上，提出池州市承接产业 转移示范区建设相应的对策，以期从理论和方法上为池州市承接产业转移示范 区建设、确保如期实现示范区建设目标提供决策参考。 关键词：皖江城市带；产业转移；承接产业转移示范区；对策 Study on Chizhous Strategy to Construct the Demonstration Region to Undertake Industrial Transfer Abstract On Jan 12th, 2010, the State Council of China gave an official written reply to THE PLANNING FOR THE CITY CLUSTER ALONG THE YANGTZE RIVER IN ANHUI PROVINCE ON DEMONSTRATION REGION FOR INDUSTRIAL TRANSFER , the first national strategic plan for Anhui Province in its history and also up till now the only regional plan approved by the State Council on industrial transfer. Chizhou constitutes an important integrate part of the demo region for industrial transfer in the city cluster along the Yangtze river in Anhui Province, the construction of which will input a strong power source for Chizhouss jump development offering a new opportunity for its development and acting as the main engine of its rise and serving as a great platform for its takeoff. Consequently, it becomes a significant issue to analyze the situations of Chizhous construction of the demo region for industrial transfer and to put forward the pertinent strategy.
