电子政务信息资源共享地保障研究.pdf

摘 要 电子政务信息资源的共享,是通过协调电子政务信息资源在政府各部门、企 业、公众之间的分布，使信息资源布局更加合理，使用户的信息需求得到最大的 满足，电子政务信息资源发挥最大的效用。保障电子政务信息资源的共享，一方 面可改善行政服务质量、加强行政监督、降低行政成本，以满足电子政务建设的 内在要求；另一方面，可增强全民的信息化意识、促进电子信息产业的发展、带 动各产业的良性互动，以加快社会信息化的进程和加速国民经济的健康发展。 根据电子政务信息资源的特点及我国电子政务发展的现状，保障电子政务信 息资源共享，关键是要解决信息安全、信息标准、信息利益等方面的问题。目前， 我国在这些方面所存在的问题主要是：（一）我国具有自主知识产权的信息技术、 产品较少，信息安全立法不成体系，行政人员安全意识淡薄。（二）信息标准建设 是在各级政府、不同部门中零散进行，条块分割严重，缺乏统一规划，缺乏标准 化的意识，没有形成一个完整的标准化体系。（三）电子政务信息资源共享过程中 各主体间的利益关系尚未理清，各信息主体间信息利益的协调机制尚未建立，制 约了信息生产者、使用者的积极性和创造性。 解决信息安全问题，重点是要加强信息安全技术的研发，加强信息资源的安 全管理，加大相关立法力度，加强有关方面的合作，以创建良好的共享环境。加 速信息标准化建设，需要充分发挥法制的约束作用、政府的主导作用，要积极整 合社会的各方力量、尽快建立业内联盟。协调信息各方的利益，必须优化政府组 织结构，重塑政府业务流程，必须建立有效的政治激励、约束机制和各信息主体 间的利益平衡机制。 关键词：电子政务；信息资源；信息安全；信息共享；保障 I ABSTRACT The sharing of the e-government information resources, is to distribute moderately the e-government information resources over each section of government, business enterprise and public, making the layout of information resources more reasonable, the users’ information need be contented, the e-government information resources function be exerted effectively. Guarantee the sharing of the e-government information resources, on one hand it can ameliorable administration service quality, strengthen administration direct and lower the administration cost to satisfy the inside request of e-government construction; On the other hand it can strengthen all the peoples information consciousness and promote the development of the electronics information industry, arouse each industry of positive interaction to speed the progress of the social informationization and accelerate the healthy development of the national economy .
