This paper selects GDP, total investment in fixed assets, total w ater used, water-consumed population as input-output indicators, and takes data envelopment analysis method to evaluate the performance of w ater resource utilization in the 12 w estern capital cities in 2008 and 2009. M ean- w hile, M almquist TFP index method is used to analyze time series data from 2000 to 2009. T he results are as follow s: ( 1) T he utilization of w ater resource in the w estern regions is inefficient and there is a declining trend. T he total factor productivity (T FP) index of the utilization efficiency of w ater resource from 2000 to 2009 is 0. 955. ( 2) During 2008 and 2009, Chongqing, Xining, Urumqi and H ohhot City are efficient based on DEA, and other cities should adjust according to the experience of the four cities above.
