内蒙古高等教育和区域经济协调发展研究.pdf

摘 要 高等教育与区域经济发展之间存在着相互作用和相互制约的辩证关系。一方 面，区域经济发展为高等教育的发展提供物质基础，它决定高等教育的规模和速度， 决定高等教育的结构，决定高等教育体制；另一方面，高等教育为区域经济发展提 供智力和技术支持，促进产业结构优化，拉动区域经济发展；改革开放以来，内蒙 古经济实力和经济效益显著提高，人民生活水平不断改善，尤其是进入新世纪以后， 内蒙古自治区高等教育和区域经济发展日趋密切，如何实现内蒙古自治区高等教育 与区域经济协调发展是一项值得关注的研究课题。 本文从实证研究的角度出发，研究了内蒙古自治区高等教育与区域经济的关 系，以内蒙古高等教育规模、结构与内蒙古自治区经济发展现状以及出现的问题为 切入点，对内蒙古自治区高等教育与区域经济发展的协调性进行深入分析。内蒙古 高等教育与区域经济发展中存在诸多问题，如内蒙古高等教育规模发展落后于区域 经济发展速度、高等教育结构与经济结构不相适应、教育经费投入不足、高校科技 成果转化率低、人才外流现象严重等。并依据高等教育与区域经济的相关理论，针 对内蒙古自治区高等教育和区域经济发展中存在的问题，提出适合内蒙古自治区高 等教育与区域经济协调发展的政策建议，促进内蒙古自治区高等教育与经济的良性 互动发展。 关键词：高等教育，区域经济，协调发展 The Research on the Coordinated Development between Higher Education and Regional Economy in Inner Mongolia Abstract Higher education and regional economic development exists with dialectical Relationship between the interaction and restraint each other .On the one hand, Regional economic development for the material basis for the development of higher education, which determines the scale and speed of higher education, higher education structure of the decision, the decision system of higher education; on the other hand, Higher education for regional economic development to provide intellectual and technical support to promote the industrial structure and stimulate regional economic development; Since the innovation and opening, the economic’s level and efficiency of Inner Mongolia have improved obviously.
