山西高校融资问题研究--以C大学为案例分析.pdfVIP

摘要 随着我国教育体制改革的深化，高等院校规模不断扩大，中国高等教育实 现了三个转换：即从计划经济体制下的高等教育向适应市场经济发展的高等教 育的转换，从精英教育向大众化教育转换，从单一的财政经费来源向多元化融 资转换。高等教育规模的扩张，要求高等教育资源与高等教育经费同步增长， 只有这样，我国高等教育改革的目的才能实现。然而，高校扩招以后，高等教 育经费的投入不足已经成为制约高校发展的瓶颈。高校融资作为高等教育迅速 发展的关键环节和内源动力，一直是高等教育发展研究领域的重点和难点。 本文采取访谈的方法，运用教育学、经济学、金融学和财务管理学的有关 理论，重点分析了山西C大学在融资过程中遇到的财政拨款不足、融资渠道单 一、过度依赖贷款、资金使用效果不佳等问题，并对其原因进行了剖析；在此 基础上，提出了解决 C大学融资问题的举措和建议。文章认为，要想从根本上 解决 C大学教育经费的不足，除了应建立科学的拨款体系，继续增加财政拨款 以外，C大学必须合理地确定贷款规模，化解贷款风险，同时还要拓展筹措经费 的渠道，提高资金使用效率，试图使这些建议对解决山西高校融资问题有所裨 益。 【关键词】高等教育 高校融资 融资风险 内部收益率 3 Abstract While the deepening of Chinas educational system，colleges have been expanding higher education in China achieved a three conversion: that is ，from the planned economy system of higher education to adapt to the market economic development， higher education transformation，from elite education to mass Education and conversion，from a single source of financial funding for conversion to the diversification of financing.
