山东省循环经济发展评价及实证的分析研究.pdf

摘要 循环经济本质上是一种生态经济，通过资源的高效利用、循环利用和污染物 的低排放，来实现经济社会的发展和环境保护的目的，同时也是转变经济发展方 式实现可持续发展的重要途径。随着山东半岛蓝色经济区上升为国家战略，为山 东省循环经济发展带来新的机遇。研究山东省循环经济发展情况，展现优点，找 出差距和不足，对推动山东省经济社会健康发展具有重要的现实意义。 本论文以循环经济的基本理论和指标体系的讨论研究为起点，对国家和山东 省循环经济评价指标体系进行分析和解读；其次，对山东省循环经济发展情况进 行评价和实证分析；最后，根据实证研究结果，对山东省循环经济进一步发展提 出政策建议。 对山东省循环经济发展的实证研究得出如下结论：山东省的循环经济发展水 平总体上呈现稳定上升的发展态势，跟东部各省市相比较，大体上位于十省市的 中上游，但是在某些方面与兄弟省市相比还存在一定差距，尤其是在工业废水排 放、城市生活垃圾无害化处理率方面差距较大。必须结合蓝色经济区建设、产业 结构调整，加强政府相关政策，进一步推动山东省循环经济发展。 本论文的创新性主要体现在：首先，首次从指标体系角度研究山东省循环经 济。其次，在实证分析时采用层次分析法和主成分分析法相结合的方法。 关键词：循环经济，评价指标体系，层次分析法，主成分分析法 I Abstract Essentially,circular economy is a kind of ecological economy, through the efficient use of resources, recycling and low emission of pollutants, achieve social development and environmental protection, and changes the way of economic development, reach the purposes sustainable development. With the Blue Peninsula Economic Zone of Shandong Peninsula rose to national strategy brings about new opportunities to Shandong Province, Study the development of circular economy in Shandong Province, find gaps or deficiencies has a profound impact on the development for economic of Shandong Province. Based on the related theories of circular economy and index system as the starting point, the paper analysed and interpreted the evaluation index system of circular economy development in Shandong Province and the state. Finally,the paper proposes some policy recommendations according to the empirical results.
