非营利教育中介组织绩效改进的分析研究.pdf

摘 要 1994 年《国务院关于〈中国教育改革和发展纲要〉的实施意见》提出了“建 立健全社会中介组织”以来，非营利教育社会中介组织在我国得到蓬勃发展。非 营利教育中介组织既是我国教育改革的产物，又是推动改革的力量，已成为我国 教育改革与发展的重要平台。然而，由于种种因素的影响，非营利教育中介组织 在实现组织目标、发挥其作用与功能的过程中，呈现官僚化与科层化，部分教育 中介组织公共价值导向薄弱，部分中介组织缺乏透明度和公信力等问题。因此， 非营利教育中介组织绩效改进的研究有着非常重要的意义。 本文共分为四章。首先是绪论，主要是从研究的背景及意义，研究的文献综 述、研究的思路和方法以及创新之处对本文进行了一个总的概括。其次主要是分 析了非营利教育中介组织绩效偏低的表现及其原因，并阐述了非营利教育中介组 织的绩效改进研究的紧迫性。再者就是重点构建了非营利教育中介组织绩效改进 的框架模型，提出了应当从非营利教育中介组织内容运行绩效、非营利教育中介 组织服务政府绩效、非营利教育中介组织服务学校绩效、非营利教育中介组织推 进公共治理的绩效等四个维度进行绩效改进，并详细分析了各个改进维度的具体 指向。论文最后是针对上述的问题，依托所提出的绩效改进框架，提出了加强非 营利教育中介组织内部运营管理、改善非营利教育中介组织的外部环境与建立非 营利教育中介组织责任机制等具体的建议措施。 关键词：中介组织；非营利教育中介组织；绩效改进 I Abstract With the establishing of the views of the implementation of the proposing a sound social intermediary organizations that State Council on Chinas educational reform and development program in 1994, the non-profit educational and social intermediary organizations in China are booming.
