The problemsin the construction of IR,such as the content construction(content collection,quality control,copyright),policy,funding, staffing,promotion,dockingwith other information systems,etc. ,areanalyzed. Then,therelationship between thecountermeasuresfor these problemsand the organizational structure construction of IR isexplored. At last,thepaper putsforward that choosing a suitable or鄄 ganizational structure isthe guarantee for the construction and long-term sustainable development of IR.
