台湾旅游人力资源发展政策转变之探讨（A study on the transformation of tourism human resources development policy in Taiwan） A study on the transformation of tourism human resources development policy in Taiwan A study on the change of tourism human resources development policy in Taiwan 2008-12-20 15:10:04 [Abstract] the tourism industry grows rapidly because of the promotion of policies and the increasing demand for internal tourism, thus providing a large number of job opportunities. Therefore, the problem of human resources training is imminent. This study takes Taiwan as an example to examine the change of Taiwans tourism development policy and its impact on the development of tourism human resources. Research shows that: (1) Taiwan tourism policy in 1950s from political indoctrination into economic function, reproduction of labor and industrial upgrading for orientation; (2) the cultivation of Taiwan tourism industry human capital is by 1990s after gradually forming, market norms and international service quality as the main consideration. It is suggested that the development strategy of tourism human capital in Taiwan should not be confined to the cultivation of high-quality tourism manpower, but should pay attention to the transformation of staff at the first level and the construction of small enterprises. The higher the level of social economic development, the greater the proportion of employment, population and output in the service sector. According to the statistics of Taiwan Executive Yuan, the current employment services not only accounted for nearly 7 of the population employment in Taiwan, and for 10 years in Taiwans economic growth rate is also much higher than the contribution of agriculture and industry.
