· l112· · 社 区卫生服务研究与交流 · 社区卫生服务中心综合评价指标体系及其应用研究 陈瑞安，杜亚平，张淑艺 【摘要】 目的 构建反映 “六位一体”功能的社区卫生服务中心综合评价指标体系。方法 运用文献查阅和德 尔菲评估法从初选的59个指标中筛选出反映社区卫生服务功能的评价指标，用得到的指标对杭州市部分社区卫生服务 中心进行模拟评价，并与杭州市卫生局2004年社区卫生服务中心实际评价结果相比较，论证其一致性。结果 本研究 根据德尔菲法确定了24个评价指标，用其对杭州市社区卫生服务中心进行评价的结果与杭州市卫生局自身评价的结果 间存在正相关 (r：0．7ll，P=0．003)，且两指标体系有87．5％的一致性。结论 本研究的服务功能指标能够较好地 体现 “六位一体”功能，具有良好的政策导向作用；各项评价指标能够全面地评价社区卫生服务中心，且容易操作， 表明本研究指标体系具有较好的实际应用价值。 【关键词】 社区卫生服务；机构；评价；指标；应用 【中图分类号】 R 197 【文献标识码】 A The Reserch on the Evaluation System for Community Health Service Centers CHEN Rui—an，DU Ya—ping，ZHANG Shu—yi．Medical College of Zhejiang University，Hangzhou 3 1 003 1，China 【Abstract】 Objective To set up a comprehensive evaluation indication system of”Six in One”function for the com— munity health service centers．Methods Literature sources and Delphi method were used to obtain practical evaluation indicators for community health service functions from fifty—nine indexes based on elementary choice．Simulated evaluation will be taken in part of community health service centers of Hangzhou city and the results will be compared with that of Hangzhou Health Bureau to verify their consistency．Results There are twenty—four indicators based on Delphi for evaluation system and the evaluated community health service center S results had significant positive correlation with that of Hangzhou Health Bureau(r=0．7 1 1．P ：0．003)．The two results share a high consistency rate(87、5％)、Conclusion The evaluation system studied in this thesis embodies”Six in One”function of the community health service that could provide policy oriented effects positively．Its indica— tors could evaluate the Community Health Services Centers comprehensively and could be used conveniently． It proved that this e— valuation system is both practical and reliable． 【Key word】 Community health service；Institution；Evaluation；Indication；Apply 社
