_______________________________________________________________________________ I 地方政府服务特殊群体的能力建设 — 以宁波实践为例 摘 要 党的十八大提出了 “ 完善和创新流动人口和特殊人群管理服务 ” 的任 务， 现代服务型政府的社会治理职能之一就是保护社会弱势群体。 对社会 弱势群体生活状态的关注， 帮助和救援社会弱势群体和贫困阶层， 保持政 治稳定和社会公正， 是人民政府义不容辞的一项天职。本文以宁波地方实 践为例，探讨地方政府在服务特殊群体方面的能力建设。 文章第一部分是绪论， 主要探讨了地方政府服务特殊群体能力建设研 究的现实背景和意义、理论的重点和创新点、研究思路和方法，并对目前 国内外相关理论与实践进行部分整理与综述。 文章第二部分是相关概念及理论， 主要分析了特殊群体、 公共服务能 力及能力构成等相关概念， 并概述了地方政府服务特殊群体能力建设的相 关理论，如新公共服务理论、协同治理理论等。 文章第三部分从地方政府治理应助于实现社会正义的角度出发， 强调 服务特殊群体是地方政府治理的重要方面； 突出地方政府服务特殊群体的 重要性。 文章第四部分在梳理目前我国主要特殊群体类型的基础上， 分析地方 政府服务特殊群体能力的结构性要素进而阐析地方政府服务特殊群体的 具体领域。 文章第五部分结合宁波的居家养老、外来务工人员 “1+X” 服务模式 等，来具体探讨宁波做法和经验。 最后，归纳梳理推动服务特殊群体能力建设的路径。 关键词： 特殊群体 公共服务能力 服务能力结构 地方政府服务特殊群体的能力建设 —— 以宁波实践为例 _______________________________________________________________________________ II Capacity building of local government services for special groups -- with Ningbo as an example Abstract The eighteen Partys proposed the improvement and innovation of floating population and the special crowd management services task, social management functions of the modern service government are mainly four -- Establishing the legal basis; investment in public infrastructure; the protection of social vulnerable groups; protection and the optimized environment.
