我国残疾人高等教育发展现状探究

摘要
【 】本文以 2004 年对全国 9 所残疾人高等院校调查基础上完成的《我国高等特殊教育的现
状及发展研究》为对照,2010 年又对我国 17 所(含 2004 年所调查的 9 所)主要实施残疾人高等
教育的院校进行调查。经过 6 年的发展,虽然我国残疾人高等教育有了很大发展,但是与政治、经
济和社会的整个发展还不适应,与普通高等教育发展还有较大的距离,远没有体现整个教育事业的
公平、均衡。本研究着重探讨我国残疾人高等教育的发展变化和需要解决的迫切问题,以寻求对策
和建议,使体现人权和教育公平的残疾人高等教育有一个新的发展。

Abstract This article used data from the “Research for the Status quo and Development of the Higher
Special Education in China” which was conducted based on the survey from nine special education colleges
in China. Also it adopted the successive survey in 2010 to 17 colleges, mainly engaged in special higher
education. Although special higher education in China has got deeper practical exploration and broader
research areas through 6 years’ development, it still has long way to suit for the political, economic and entire
social development and corresponding to the development of normal higher education, embodiment of
fairness and balance of the entire education career and satisfaction to our people. In the 12th Five-year Plan
period, the development of higher special education will get into a regulated and grand phase. This study
aimed to explore and analyze the developmental variation and urgent needs of special higher education in
china, searched for the solutions and suggestions for advancing the effective and regulated development
of special higher education in new historical stage, making a fresh and grand development of special higher
education, which embodies the human rights and fairness of education.
