电力企业安全文化建设及评价指标体系的建立.doc

摘 要 安全是人类社会永远关注的热点，尤其是在电力企业这样的高危企业，安全问题备受关注。目前，电力企业的安全管理已经取得了一定的成就，但还没有完全杜绝人为事故的时常发生，其管理还没有晋升到安全文化管理的阶段。安全文化作为安全管理的一种新理念和重要方法对于电力企业安全管理具有和企业文化支持企业发展一样的重要作用，电力企业安全文化的建设将使电力企业的安全管理工作更上一个台阶。这就要求建设科学合理的电力企业安全文化及与其相应的评价指标体系，以提高电力企业安全管理水平，使人为事故发生率趋于零，从而提高电力企业的效益和社会竞争力。 本文分析了电力企业安全文化在国内外的研究现状，介绍了电力企业安全文化的概念、内涵、目的、特点及作用，阐述了建设电力企业安全文化的基本原则和主要方法，同时还提出了建设电力企业安全文化时存在的问题、难点及其完善。最后，本文在建设电力企业安全文化的基础上，建立了电力企业安全文化的评价指标体系，希望对电力企业的安全文化建设提供检验的标准。 关键词　电力企业；安全文化；评价指标体系 Construction of Safety Culture and Establishment of Evaluation Index System in Electric Power Enterprises Abstract Security is always the focus of attention in human society. Security issues are of concern especially in the electric power enterprises which are in high-risk. At present, the safety management of electric power enterprises has made some achievements, but not entirely eliminates the frequently occur of man-made accidents. It has not yet promoted to the stage of safety culture management. Safety culture which is a new concept and an important method of safety management in electric power enterprises is bound to play an important role in the safety management of electric power enterprises. It is as important as corporate culture to support the development of enterprises. The construction of safety culture in electric power enterprises will enable the safety management of electric power enterprises on a higher level. It requires the construction of scientific and rational safety culture and its corresponding evaluation index system in electric power enterprises which improves the safety management, makes the accident rate tends to zero and thus enhances the effectiveness and competitiveness of electric power enterprises. This paper analyzes the status quo of safety culture in the electric power enterprises at home and abroad, introduces the concept, content, purpose, features and effect, elaborates the principles and main methods of the building of safety culture in electric power enterprise. At the same time, i
