ABSTRACT
Scalable video delivery over wireless link is a very challenging task due to the time-varying characteristics of wireless
channels. This paper proposes a channel-adaptive error control scheme for efficiently video delivery, which consists of
dynamically channel estimation and channel-adaptive Unequal Error Protection (UEP). In our proposed channel-adaptive
UEP scheme, a bit allocation algorithm is presented to periodically allocate the available bits among different video layers
based on varying channel conditions so as to minimize the end-to-end distortion. Simulation results show that our proposed
scheme is efficient under various channel conditions.

With dramatic increase in wireless access recently, there is a tremendous demand on video communication over
