高校教育收费规范管理长效机制探究 　　摘要： 教育收费与广大人民群众的切身利益息息相关，规范教育收费工作，事关人民群众的切身利益，事关党和政府的形象及社会的稳定，是认真贯彻落实“三个代表”重要思想，贯彻落实科学发展观，推动教育事业健康协调发展，努力营造和谐校园的必然要求。近年来，在浙江省教育厅、财政厅、物价局等上级部门的正确领导和大力支持下，浙江省高校通过积极实施“阳光收费”工程，在规范教育收费管理，治理“教育乱收费”，维护学生切身利益方面取得了较大的成绩。但是，随着高等教育改革和发展的不断深化，高校教育收费管理工作仍存在一些亟待解决的问题，如何进一步巩固已经取得的成绩，并不断提高规范教育收费工作的水平，是摆在高校财务工作者面前的重要课题。本课题组通过在部分浙江省属高校教育收费管理过程中的具体实践，提出了探索建立高校教育收费规范管理长效机制的对策和思路。 Abstract： Education fees is closely related to the vital interests of the masses. Standardizing education fees work is related to the vital interests of the masses， the party and the government’s image and social stability， is the necessary requirement to implement the “Three Represents” important thought and the scientific concept of development， promote healthy and coordinated development of education， and create a harmonious campus. In recent years， under the correct leadership and strong support of Zhejiang provincial education department， department of finance， price Bureau and other higher authorities， through the active implementation of the “Sunshine Charges” project， Zhejiang colleges and universities have made great achievements in standardizing education fees management， governancing “local bonds” and maintaining the vital interests of the students. But， with the deepening of reform and development of higher education， there are still some problems demanding to be solved in college education fees management. How to further consolidate what has been achieved， and continue to improve the level of education fees specification， is an important issue placed in front of college financial workers.Through the concrete practice in some college education fees management process in Zhejiang， our group proposed the countermeasures and ideas of exploring and establishig the standard management long-term mechanism of education fees in colleges and universities. 关键词： 高校；教育收费；规范管理；长效机制 Key words： colleges and universities；education fees；standard management；long-term mechanism 中图分类号：G
