49 | 专题研究 城市老社区公共服务设施发展困境与优化对策研究 ——以陆家嘴地区为例 Research on the Development Dilemma and Optimization Strategy of Public Service Facilities in Old Community ——A Case Study of Lujiazui Area 吴庆东 张 龄 冉凌风 摘 要 随着城市化进程的推进和社会的变迁，计划经济时代建设的老社区，其公共服务设施已不能满足居民的基本需求，设施的配置也 面临落地困难的窘境。在关注民生、以人为本的时代背景下，探讨设施建设困境的矛盾根源，针对老社区的人口结构变迁和现有城 市资源的特点，提出社区公共服务设施配置的优化思路和因地制宜的落地实施策略与管理机制建议。 Abstract With the advance of urbanization and social change, the public service facilities of the old communities that built in planned economy era, have been unable to meet the basic needs of residents, and the facilities configuration is also facing the dilemma in lack of land.
