Overseas Energy 国外能源 德国能源转型战略及对 我国的借鉴 刘明德，江阳阳 （四川大学公共管理学院，四川成都 610065 ） 摘要：能源政策深刻的影响着一个国家。德国与我国均是能源短缺型国家，而德国为摆脱 此困境，实行了能源转型战略，走以可再生能源为主的能源发展道路，因此有必要分析并借鉴 德国的经验。本文分析了德国能源转型战略的背景、目标以及举措，发现德国的能源转型之路 虽然取得了初步成效，但同时也面临政治、经济和技术等方面的挑战。本文借鉴德国的能源转 型战略经验，提出了有益于我国能源发展战略的建议。建议补强文化短板；把握可再生能源的 发展方向，制定能源转型的整体规划；针对不同类型的可再生能源制定专项法律和措施；逐步 放开能源市场，将政策引导和经济手段相结合；重视能源转型的技术创新；加快能源转型的基 础设施建设；尊重市场规律，保障民企产权和应有利润；让民众在能源转型中扮演重要角色。 关键词：德国；能源转型；可再生能源；能源安全 中图分类号：F416 文献标识码：A 文章编号：1003-2355-(2017)07-0029-07 Doi: 10.3969/j.issn.1003-2355.2017.07.006 Abstract: Energy policy has great influence on the country. While both Germany and China are in need of energy, Germany implements energy transformation strategy and takes renewable energy-based energy development road to solve this dilemma. It is necessary for us to analyze and learn from the German experience. This paper analyzes the background objectives and initiatives of its energy strategy transformation, and finds that although it gets the preliminary results, it still faces challenges from political, economic and technical aspects. It proposes helpful recommendations ’ for China s energy development strategy, including: reinforcing cultural short board; grasp the development direction of renewable energy and make the development of overall planning of energy transformation; develop different types of renewable energy specific laws and measures; open energy market gradually and combine the economic policy guidance and means; pay attention to energy transformation technology innovation; accelerate the transformation of energy infrastructure; respect for market discipline and protect
