Village is the fundamental component for the development of urban-rural coordination and new type urbanization, and it has multidimensional interaction with city regarding information, energy and power. Village development in Shanghai has gradually form a pattern of coherent and interacting development by multiple industry sectors, it is therefore desirable to establish a guideline to promote transformation of primary industry, directional development of secondary industry, as well as coordinated development of tertiary industry. So it is essential to emphasize inter-regional coordination, as well as a locally customized, market and culture oriented, sustainable development pattern, combined with optimized top-down policy design, to establish comprehensive and innovative village development strategies.
