23 | 城市更新 上海中心城区市属创意产业园区的发展绩效研究* A Study on Development Performance of Shanghai Municipal Creative Industry Park in City Center 王 怀 栾 峰 文章编号1673-8985（2013）01-0023-06 中图分类号TU984 文献标识码A 摘 要 对上海中心城区前4批69家市属创意产业园区，从改造发展和创意集聚两个方面的多项指标展开绩效评价表明，创意产业园区总体发挥 了积极促进创意产业集聚发展的作用，创意产业的行业分布呈现出明显地与传统优势产业和现实国家及地区产业紧密相关的特征，空 间分布上则呈现出偏离城市公共中心的内城多点集聚的高绩效园区分布特征、苏州河沿线较低绩效的多点分布、黄浦江沿线点状分布 等特征。提出应当从国家和地区产业基础和产业发展阶段趋势角度挖掘创意主导部门，以及确保空间政策的灵活性和弹性等建议。 Abstract This paper discusses development performance evaluation on the first four group of 69 Shanghai municipal creative industry parks from two aspects of reform development and creative industrial clustering. This paper finds out that the creative industry parks played a positive role on promote creative industry clustering, it also shows that the professional range of creative industry is closely related to the traditional advantageous industries and the current national and regional industry. The spatial distribution of creative industry parks presents that the characteristics of deviating from the urban public center, high performance of inner city pointed agglomeration, low performance of located along the Suzhou River and Huangpu River.
