摘 要 建筑业是我国国民经济的重要支柱产业之一，其持续、快速、健康发展对国民经济将产生重大而深远的影响。相比西方发达国家，我国建筑行业引入招投标制度的历史较短，其理论研究和实践运用都起步较晚，对于从国外引进的最低价中标法更是因不适合我国的市场经济的发展现状和我国相对落后的建筑业及相关领域的发展状况而在实施的过程中弊病百出。本文正是基于这一现状，根据我国建筑市场的特征提出了合理低价中标法。 本文首先介绍了最低价中标的概念以及在我国的实施情况，然后结合我国建筑市场的特点，提出了合理低价中标法的内涵及其界定，然后详细论述了合理低价中标在我国实施存在的问题并分析其原因，进而提出了如何构建合理低价中标的体系以确保合理低价中标法的正确实施。最后通过对案例的验证分析，对合理低价中标进行探讨。 关键词：建设工程招标；最低价中标；合理低价中标  ABSTRACT Chinas construction industry is the pillar industry in national economy, its sustained, rapid and healthy development of the national economy will have a significant and far-reaching impact. Compared to Western countries, Chinas construction industry to introduce competition bidding relatively short history, its theory and practical applications are started late, for the lowest bid from abroad method is not suitable for the development of Chinas market economy status and Chinas relatively backward areas of construction and related developments and shortcomings in the implementation process 100. This article is based on the current situation, according to the characteristics of Chinas construction market made reasonable low bid method. This article first introduces the concept of the lowest bid and implementation in China, and then combine the features of the construction market in China, put forward a reasonable low bid method of connotation and definition, and then discusses in detail the implementation of reasonable low bid exists in our country problem and analyze its causes, and then propose how to build a reasonable system to ensure that the tender with reasonable low bid method of correct implementation. Finally, the verification of the case analysis, to explore reasonable low bid.
